ND ILS CENT fix

There is a fix for the ND display, CNT ILS mode, 2 problems.

- The glideslope of the CNT ILS mode does not work in the negative values.
- The heading bug radius is too great so it does not appear at the right arc.

change your cockpits\737pfdnd\gauges1\ND4.ini as follows:

[Bug9]
....
BugBase=13.1

[Needle5]
....
NeedleStopValue=-128

Please note that this error also appears in the Kingair cockpit.
Also replace the files in your templates folder and in the repository.
